Job Description and Duties

The Division of Research, Innovation and System Information , is looking to hire a Research Implementation Engineer . This position is being considered at either a Senior Transportation Electrical Engineer (Spec) under JC-524538or a Senior Transportation Engineer classification under JC-524607 . Only one hire will be made. Please refer to the appropriate JC to apply.

Under the general direction of the Chief, Office of Safety Innovation and Cooperative Research (Supervising Transportation Engineer), the Research Implementation Engineer (RIE) is the Department's expert on implementing successful research projects. The RIE will work with the Division Chief, Deputy Division Chief (Research), and Office Chiefs to provide direct supervision on the implementation efforts of research results identified as high value to Caltrans. The RIE prepares and maintains research implementation guidance, manages the implementation website, promotes implementable research findings, works with project managers to execute implementation plans for Caltrans-sponsored and national research projects. The RIE also oversees implementation teams following successful research projects, documents the implementation of research projects, organizes events such as workshops, training, and demonstrations. The RIE provides technical oversight for various stages of difficult and complex implementation work which is critical to the Department's mission and of statewide significance.

Eligibility for hire may be determined by your score on the Senior Transportation Electrical Engineer (Specialist) exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. If you meet MQs under Pattern II and require the TE Electrical in-person written hurdle exam, DO NOT TAKE the TE Electrical online exam prior to passing the written hurdle. Candidates who take the TE Electrical online exam prior to passing the written hurdle may negatively impact their hiring eligibility. Working Conditions

Position located at 1120 N St in Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

• The position(s) require(s) a(n) CA PE License Certificate. You will be required to provide a copy of your certificate prior to being hired.

• Possession of a valid driver’s license is required when operating a state owned or leased vehicle.

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.

1. Demonstrate how your education and experience make you a good candidate for this position.
2. Demonstrate your communication skills by explaining your experience with working with stakeholders, organize meetings, and creating and giving presentations.
3. Demonstrate your experience with engineering oversight by explaining your experience with balancing and tracking multiple projects and engineering assignments.
4. Explain any work history or personal experience that has relevancy to the work managed by this position – specifically in implementing a change such as a new process, device, or procedure.
5. Demonstrate your problem solving and reasoning skills.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of principles of research, project delivery, and with research implementation processes.

• The ability to manage and provide leadership to ensure the continued development and improvement of the research implementation process.

• Knowledge and/or experience in conducting, administering, and managing research is highly desirable.

• Knowledge of and the ability to develop and administer projects and contracts.

• In addition to technical, contract management, and collaboration skills, the ability to communicate effectively, both orally and in writing.
